This PR adds generator workflow for Windows 32 Bit build.

What tested working:

  • Nightly, 1.4.1 and 1.4.0
  • Custom Company Name
  • Custom URLs
  • Custom Download Link
  • Custom Icon
  • Remove New Version Notification mod

TODO: Make specific patches for Sciter.
TODO: Look for a way to add logo? (it seems like Sciter doesn't have logo handling on index.tis)
